Do you need a motorcycles liscense or insurance for a 50cc scooter/moped?

I am looking to purchase a 50cc moped tops 45 mph. I already have my cas c drivers liscense , do i need insureance or registration or more so a different liscense for a 50cc scooter? IN the state PA
